Adult apparel gets inspected. Children’s apparel gets certified, and the difference matters because the obligation lands on the US importer rather than on the factory abroad.
If you are bringing children’s garments into the United States, this is the shape of what applies and what to ask a supplier.
What CPSIA is
The Consumer Product Safety Improvement Act. It treats products designed or intended primarily for children as a distinct category with its own testing, certification and labelling obligations, administered by the Consumer Product Safety Commission.
For apparel specifically, the areas that usually come up are:

| Certification | A written certificate based on third-party testing |
We are a knitwear manufacturer, not a compliance consultancy. Treat all of the above as the shape of the problem. Requirements change, and your specific product, age grading and components determine what applies. Confirm current requirements with your own lawyer or a CPSC-accepted testing laboratory before you import — as the importer, the responsibility is yours.
Third-party testing is the part people underestimate
The certification for a children’s product generally has to rest on testing by a CPSC-accepted third-party laboratory. Not the factory’s own lab, and not a general test report the supplier already had.
Practically that means:
- Testing is a real line in your costing and your timeline, not an afterthought
- It is usually done on production samples, so it sits between production and shipment
- Changing a component — a different button, a different print ink, a different thread — can mean retesting
The last point is the one that bites. A trim substitution the factory considers trivial can invalidate a test report, which is why the trim supplier being fixed for the run matters more on children’s wear than on adult garments.
Tracking labels
A tracking label has to be affixed to the product and its packaging where practicable, carrying information that lets the product’s source and production batch be identified.
The reason to care is not the rule. It is that if something surfaces after delivery, a tracking label is the difference between recalling a specific batch and recalling everything you have ever sold. Ask what the factory can put on the garment and what they retain internally.
Sleepwear is its own thing
Children’s sleepwear carries separate and stricter flammability requirements, with specific rules around tight-fitting garments.
This is an area where “it is basically a t-shirt” is a dangerous assumption. If a garment could be sold or marketed as sleepwear, get advice specifically on that before designing it, not after.
What to ask a factory
“Have you made children’s garments for the US market before?” Experience is worth a great deal here. A factory that has been through third-party testing knows what a lab will ask for.
“Will you keep the trim supplier fixed for the run, and tell me if anything has to be substituted?” This is the single most useful commitment you can get.
“What documentation can you provide for my testing lab?” Fabric specifications, trim specifications, dye and ink information.
“What tracking information can you apply, and what do you retain?”
“How do you construct children’s styles by default?” A good answer is specific and offered without prompting — ours is no neck drawcords, minimal hard trims, and flat labels or heat-transfer neck prints rather than scratchy woven tags.

Cords are a separate concern again
CPSIA is not the whole children’s safety picture. Cords and drawstrings are handled under their own standards, and the hazard is entrapment rather than chemistry — what the cord standard covers and the alternatives to a neck cord goes through it.
Both point at the same conclusion: the cheapest place to solve a children’s-wear safety problem is at design stage, not at pre-shipment inspection when the garments already exist.
And all of it sits on top of ordinary apparel labelling — fibre content, origin, company identity and care. What has to be on a US label applies to children’s garments exactly as it does to adult ones.
Building the timeline properly
For a first children’s order, add to the normal schedule:
- Time to get production samples to a lab
- Lab turnaround
- Contingency for a retest if a component changes
That is on top of 7–10 working days for sampling and 30–45 days for production. A children’s range planned like an adult one will miss its date.
The other thing to build in is a decision point. Testing sits between production and shipment, so a failure at that stage means the goods exist and cannot ship. Agree in advance who pays for a retest, who pays for rework, and what happens to the delivery date — the same conversation worth having about an AQL failure, and for the same reason. Neither is a comfortable discussion to start once something has already gone wrong.
